He has been hand painted piece used as an anatomical teaching aid 

This piece is know as 'Bock Steger Lips'

Made in Germany by Franz Josef Steger

Dates 1890c

Tate is In good condition for age with minor paint losses and chips to the paintwork in places, gained over time and use. His base has some ware and minor chips along the edges.
